USCIS Completes Data Entry of Fiscal Year 2020 H-1B Cap Subject Petitions
USCIS announced today that it has completed data entry for all fiscal year 2020 H-1B cap-subject petitions selected in the computer-generated random selection process (lottery), including those selected under the U.S. advanced degree exemption. USCIS will now begin returning all H-1B cap-subject petitions that were not selected in the lottery and will issue an announcement once all petitioners are notified. Due to the volume of filings, USCIS cannot provide a definite time frame for returning petitions that were not selected.
Please note that USCIS may transfer some H-1B cap-subject petitions between the Vermont Service Center and the California Service Center to balance the workload. If your case is transferred, you will receive notification in the mail. After receiving the notification, please send all future correspondence to the center processing your petition.
My H1b approved before 10 days and I received my Cap Gap I20 and I need to renew my Drivers license and my I94 shows as F1 student and D/S .. The TX DPS is not able to renew my license , when will my I94 status changes so that I can go for renewal .

If your H-1B is a cap case, then the change of status from F-1 to H-1B will take effect on October 01, 2019 if it has been approved. Your I-94 will be attached to the bottom of your I-797 notice of action (H-1B approval notice). When you went to the DPS, did you take your I-20 reflecting the cap gap extension?
Now that the data entry is completed. If we do not hear about the lottery result by now, does that mean it not selected in the lottery.

Usually, if you haven’t received a receipt notice yet, it most likely means you were not selected. We can’t know for sure until USCIS announces that all unselceted petitions have been returned. But, employers may still see a bit more H-1B receipt notices from the cap trickle in over the next week or so.
